Welcome to the wall. This is where PR starts cranking up the difficulty. Not only do you have a limited set of echelons at your disposal, you cannot repair or resupply at the Heliports you start with. Once you move or swap one unit, the Heliports become locked. So be sure to resupply/repair before doing anything. The only thing you have at your disposal is J and his EMP/bombs. He can essentially take out an entire side of enemies kinda by himself, which is very nice, as the Vishnu echelons are uh...fairly difficult to kill. So we'll definitely need to make use of the bombs.

Anyway, this map, while difficult, is mechanically fairly simple. You have two problems more or less. Problem one: lack of resources. As mentioned earlier, we have no way to resupply from the Heliports we start with. Problem two: The Commander can't move. Well, that isn't too bad of a problem, since he's sitting on our Command Center anyways. We lose that, we lose regardless. So, let's get started.

Turn one is the most important turn. To start off, we want to have our AR echelon on the left and our MG/SG echelon on the right, so deploy them as such on the Heliports. Toss in 2B14 as your HOC, since we don't really need piercing for shields. Make sure you're supplied, then swap J over to the MG/SG echelon. We want to start setting up his bombs ASAP. Move him to the right, place a bomb, then move up one and place the second bomb. This should take out the majority of the Vishnus. Move him to the left, so we can swap our MG echelon with him. Move your MG echelon up three times until it's on the closed Heliport. We chill here since, while it's been a while, I believe my rationale for not moving to the right with the MG echelon is because it makes one of the Vishnus path away from the bomb we set. We don't want that, so stop at the closed Heliport. Instead, move your AR/SMG echelon to the left. We can end the turn here. 

On turn two, we want to clear out the Hannibals that are close to our base. Move up with your AR/SMG echelon to kill one, then keep moving up, and one node to the right to kill another. Retrace your path and move down one node to kill the last Hannibal in the area. With your remaining AP, use your MG/SG echelon to clear out the two Gladiator echelons that remain at the top right of the map. We want to end on one of the nodes next to the enemy Command Center.

On turn three, move your MG/SG echelon to the enemy Command Center to capture it. This is the only way Griffin echelons are capable of being resupplied. Since we're pretty much out of ammo at this point, we desperately need it. You can move your HOC up to it as well if you need the fire support. There should be enough AP to do that as well as use the last remaining tick of ammo on your AR/SMG echelon to take out the last Hannibal. Do that, then move back up to the last closed Heliport on the left side with your remaining AP. There should be enough AP to surround capture it. You may not be able to take the last Hannibal with your AR/SMG echelon, in which case you can use your MG/SG to down it next turn. You can drop the Hannibal kill and just move up to the last closed Heliport to cap that. You should have enough AP to deal with the Hannibal next turn if you decide to go with this route. 

On turn four, resupply your units. Move your MG/SG echelon to kill the last Gladiator, then move down to your Command Center to take on the last enemy. Be sure to move J to the Vishnu and use the EMP he has on it. You need to EMP this enemy. Engage the Vishnu with the EMP debuff on it if you want HOC support, move your HOC down as well. Once you win the fight, the map will end.
