Actually good for the same reason WA-2000 and M14 are. Sheer RoF with decent damage. The only 4 star rifle worth using by default who does not require you to jump through hoops to even matter.

The 4* version of WA2000. Her stats are slightly worse (130 FP, 37 ROF) and her skills are slightly worse (65% ROF, 5s duration, 5s ICD), but she's still pretty good.
Despite being 1* away from WA2000, she has 10% less ROF from her skill because Mica thinks this is fair. Still, as a generic ROF RF, she's still the second strongest. There are other non-generics that can compete, though, like K31 or T-5000.
Do note that, as a ROF RF, if an enemy has significantly higher armor than her armor pierce (AP), she would start to struggle, since losing 60 damage from 300 damage is a 20% DPS loss, and losing 60 damage from 525 damage is only a 11.5% DPS loss. (Comparing WA2000 and Lee)
That being said, she does have a pretty decent base FP, and enemy armor doesn't seem to go too high. Not to mention, a future AP ammo upgrade will increase the AP of AP ammo from 120 to 180, and you can always pad her FP with a maxed fairy. So the more prepared you are, the less the impact of this issue will be.
